“Trump is like Hernán Cortés. When Hernán Cortés unloads his troops and his horses onto the beaches of Mexico . . . what does he do? He burns his ships in order to tell his men there is no going back,” says Thomas Shannon Jr., senior international policy advisor at Arnold & Porter and former U.S. undersecretary of state for political affairs. “What the president is doing is burning our ships, not only within our bureaucratic structures but also more broadly.”
