One of the most emblematic developments in this shift is the rapid change in U.S. foreign assistance policy. In 2025, USAID was effectively dismantled, and U.S. foreign assistance is being restructured around a framework that places national interests and security priorities at the forefront. As a result, humanitarian aid and global health programme are facing widespread reductions and suspensions. In this context, aid is increasingly being used as a political instrument, making it more difficult than ever to uphold humanitarian principles. Against this backdrop of a transforming world order, this session will revisit the values and significance of humanitarianism and consider the direction that international aid should take moving forward.
