The Congress of Local and Regional Authorities of the Council of Europe, together with the Conference of Peripheral Maritime Regions (CPMR) and the Government of Catalonia, are organising an international seminar “Stronger Democracy through Multilevel Governance”, in Barcelona (Spain) on 19 November 2025. This event brings together local democracy actors to discuss today’s most pressing challenges and opportunities — from participatory processes and decentralisation to territorial cohesion, multilevel governance, and the digital information environment. This event is part of a series of consultations contributing to the Council of Europe’s New Democratic Pact for Europe.
