The forum affirmed the need to run impact evaluations in the most difficult contexts; adapting methods to operate in fast-moving, volatile environments is a major priority for keeping impact evaluation relevant. Amber Peterman, associate research professor at the University of North Carolina, says evidence in these contexts remain scarce, and although there is often a hesitancy to collect data due to ethical issues, we can and we should collect it in a safe way for vulnerable populations.
