This film on Public Procurement is a strategic knowledge and advocacy piece explaining what is Public Procurement Policy of India and the reservations for Micro and Small Enterprises (MSEs) and Women-led enterprises. The film introduces public procurement as a powerful yet underutilised opportunity for self-help groups (SHGs) and women entrepreneurs, while explaining how state governments, through State Rural Livelihood Missions (SRLMs) and convergence with line departments, have successfully enabled SHG-led enterprises to access government orders.
Drawing from real enterprise models, the film captures an end-to-end journey of establishing enterprises aligned with public procurement — covering capacity building, technical training, compliance requirements, and development of backward and forward linkages — demonstrating how women-led enterprises can sustainably integrate into formal government supply chains. The film is made with the objective to encourage states and departments to adopt and scale women-led procurement models.
