Background
As part of the Tropical Forests Forever Facility (TFFF), a Dedicated Financial Allocation for Indigenous Peoples and Local Communities (IPLC-DFA) is being established to guarantee that at least 20% of resources are directly allocated to IPLCs. This commitment, co-designed with the Brazilian government, the World Bank, and the Global Alliance of Territorial Communities (GATC), aims to strengthen rights and support self-determined climate and biodiversity action.
In Asian tropical forest countries, the recognition of Indigenous Peoples and Local Communities is marked by complex legal, cultural, and political contexts. The historical and contemporary struggles for recognition, alongside varying interpretations and approaches to IP and LC definitions, require a deeper and more nuanced understanding to inform TFFF's implementation in this region.
Justification
The TFFF seeks to ensure that the 20% minimum allocation to IPLCs effectively supports those who hold and steward forest territories. In Asian tropical forest countries, discussions on IPLC definitions often reflect diverse national histories, legal frameworks, and political narratives. There remain questions from governments on how best to identify and include these groups. To inform and strengthen these conversations, it is necessary to gather a comprehensive expert analysis that goes beyond official statements, providing constructive and context-specific insights and recommendations.
Objectives
This consultancy aims to provide a detailed analysis to guide the TFFF in engaging with Asian tropical forest countries on IPLC definitions and recognition, and to support the effective and inclusive implementation of the 20% minimum allocation.
Deliverables: The consultant will produce a final paper addressing:
- Overview of the process of Indigenous Peoples and Local Communities recognition in Asian tropical forest countries:
- Historical and political context shaping recognition processes.
- Legal frameworks in two or three Asian tropical forest countries:
- Analysis of how IPs and LCs are legally recognized, including key legislation and policy instruments.
- Overview of the struggles and advocacy efforts of IPs and LCs in these countries:
- Examination of main achievements, challenges, and demands.
- Lessons learned and recommendations for TFFF:
- Guidance on how to effectively distribute the 20% minimum allocation to IPs and LCs in Asian tropical forest countries, ensuring inclusivity and respect for regional contexts.
Qualifications:
- Advanced academic degree in law, anthropology, political science, environmental studies, or related fields.
- Proven academic expertise and publications on Indigenous Peoples and Local Communities in Asian tropical forest contexts.
- Documented experience working directly with IP and LC organizations and networks in the region, including on policy or legal frameworks.
Timeline: The final paper is expected by October 31, 2025.
Contract conditions:
- Remote work from anywhere in the world
- Flexibility to adapt to multiple time zones.
Monitoring and Control Process: The consultancy will include a launch and closing meeting, as well as bi-weekly meetings to coordinate and monitor progress on deliverables.
Remuneration: A total fee of USD 3,000, to be paid as follows:
- 30% upon signing of the contract.
- 70% upon delivery and approval of the final paper.
