Terms of Reference: Expert Analysis on IP & LC Dynamics in the Congo Basin for TFFF-DFA - Consultancy

Background

In the framework of the Tropical Forests Forever Facility (TFFF), a Dedicated Financial Allocation for Indigenous Peoples and Local Communities (IPLC-DFA) has been established to ensure that at least 20% of resources are allocated directly to IPLCs. This mechanism is guided by principles of direct access, inclusivity, and support for self-determined development, as developed through a global co-design process involving the Brazilian government, World Bank, and the Global Alliance of Territorial Communities (GATC).

In the Congo Basin region, the relationships between Indigenous Peoples (IPs) and Local Communities (LCs) are particularly complex, shaped by colonial histories, distinct cultural trajectories, and patterns of rights violations. Given that the TFFF-DFA aims to strengthen rights and avoid exacerbating conflicts, a deep understanding of these relations is essential to inform context-sensitive and conflict-sensitive approaches.

Justification

The historical and ongoing dynamics between IPs and LCs in the Congo Basin involve different levels of social, political, and territorial tensions. These tensions can result from overlapping claims, differing governance systems, and external pressures from extractive and conservation projects. To prevent unintended harm and ensure the TFFF-DFA effectively supports peaceful coexistence and rights protection, it is critical to analyze these dynamics and provide tailored recommendations for implementation.

Objectives

The objective of this consultancy is to provide an expert analysis that can guide TFFF-DFA strategies in the Congo Basin, ensuring that funding allocations contribute to peacebuilding and do not reinforce historical or structural violence.

Deliverables: The consultant will produce a final paper addressing the following:

  • Historical overview of Indigenous Peoples and Local Communities in the Congo Basin:
    • Analysis of their histories, cultural identities, and evolving relations shaped by colonial and post-colonial contexts.
  • Lessons learned from two or three Congo Basin countries:
    • Case studies highlighting experiences in conflict resolution, legal frameworks, and institutional approaches used to improve relations between IPs and LCs.
  • Recommendations for the TFFF-DFA:
    • Practical guidance on how to address IP and LC relations to ensure the fund supports rights protection and avoids exacerbating conflicts.

Qualifications:

  • Proven academic expertise and publications focused on Indigenous Peoples and Local Communities in the Congo Basin.
  • Demonstrated political or field experience engaging with IPs and LCs in the region, including conflict resolution or rights advocacy.
  • English proficiency is preferred

Timeline: The final paper is expected by October 31, 2025.

Contract conditions:

  • Remote work from anywhere in the world
  • Flexibility to adapt to multiple time zones.

Monitoring and Control Process: The consultancy will include a launch and closing meeting, as well as bi-weekly meetings to coordinate and monitor progress on deliverables.

Remuneration: A total fee of USD 3,000, to be paid as follows:

  • 30% upon signing of the contract.
  • 70% upon delivery and approval of the final paper.
