Program Officer - CBF Advancing Circular Economy (ACE) Facility, Remote, Dominican Republic

 

About the career opportunity:

The Program Officer will support the CBF Advancing Circular Economy (ACE) Facility across nine Caribbean countries, working with the ACE Program Manager to administer grants, coordinate stakeholders, produce communications, and track monitoring, evaluation and learning (MEL) to reduce marine pollution through circular economy interventions. Dominican Republic residency is an asset.

Expected Deliverables:

  • Assist implementation of the ACE Facility work plan and manage grant cycles from calls for proposals through selection and contracting.
  • Review grantee work plans, budgets, reports, and compliance with agreements and procurement guidelines.
  • Prepare program reports for CBF leadership, donors, and the ACE Facility Committee; organize and document committee meetings.
  • Plan and deliver workshops, trainings, and program events; support program communications and visibility across web and social media.
  • Maintain disbursement records, forecasts, and the ACE filing repository; liaise with legal advisors on required documents.
  • Track MEL plan indicators; conduct site visits; support mid-term and final evaluations for grantee projects; synthesize lessons for donor reporting.

Budget:

The Program Officer will receive in salary and benefits an amount of USD 43,200.00 annually with the potential for an increase will depend on the availability of funds and performance.

Minimum qualifications:

  • Bachelor's degree required; Master's in natural sciences or related field desired.
  • At least five (5) years' experience in a similar position.
  • Exemplary verbal and written skills in English and Spanish.
  • Good or advanced French knowledge is a strong asset.
  • Caribbean residency; Dominican Republic experience is an asset; individuals only (no firms or subcontracting).

Management Skills:

  • Program and project management across proposals, work plans, budgets, procurement, and reporting.
  • Stakeholder engagement with governments, civil society, private sector, and donors.
  • Event organizing for regional workshops, trainings, and webinars.
  • Proactive, independent, and assertive problem solving.
  • Excellent interpersonal and communication skills.

Technical Skills:

  • Thematic knowledge of nature-based solutions, circular economy, and waste management linked to climate and conservation.
  • Monitoring, Evaluation and Learning (MEL) experience.
  • Communications and outreach, including web and social content and promotional materials.
  • Bilingual English-Spanish; French an asset.
