The Program:
Australia Assists is an Australian Government program that deploys skilled humanitarian specialists to support multilateral agencies, governments, civil society and communities to prepare for, respond to, and recover from disasters and conflict. Australia Assists' Goal is to: Save lives, alleviate suffering, and maintain human dignity during and in the aftermath of conflict, disasters and other humanitarian crises, and strengthen preparedness for the occurrence of such situations. The program's Objective is: Targeted deployment of humanitarian expertise that meets the priorities and needs of Australia's multilateral, bilateral and civil society partners and advances Australia's international humanitarian priorities.
The Role:
The Fiji National Disaster Risk Management Office (NDRMO) has requested a deployee to support the operationalisation of the Disaster Risk Management (DRM) Fund. The National Disaster Risk Management Act 2024 establishes Disaster Risk Management (DRM) Fund mechanism to fund disaster risk management and disaster risk reduction activities in Fiji. To operationalise the DRM Fund, the Fiji NDRMO has requested a short-term deployee to conduct scoping study to inform the development DRM Fund Policy and Guidelines. The scoping study aims to identify the concept, policies, current practices and gaps on DRM Financing in Fiji.
Key responsibilities
- Preparing and presenting a methodology and workplan for undertaking a scoping study, to deliver recommendations to the NDRMO on the DRM Fund
- Supporting the NDRMO in consulting across the Government of Fiji, including with the Ministry of Finance, including arranging focus group discussions, key informant interviews and workshops.
- Clarifying the concept, scope and purpose of the DRM Fund mechanism,
- Producing a study that summarises findings for use by the NDRMO.
- Developing recommendations of how to operationalise the DRM Fund Mechanism, and
- Develop recommendations for the development provisional outline for the DRM Fund Policy/Guidelines.
Selection criteria
- Advance University Degree in relevant fields such as Economics, Finance, Public Policy/Administration, Disaster Risk Management, Climate Adaptation, Environmental Science, or International Development.
- Degree or research experience related to approaches for financing disaster risk management and disaster risk reduction (e.g., sovereign insurance, macro/micro insurance schemes, anticipatory actions, forecast-based financing, shock-responsive social protection) (desired)
- Demonstrable experience working with Government of Fiji (or in similar contexts) on complex public financial management issues, including cross-government policy and budgeting.
- Financial analysis, budget and expenditure analysis, and financial risk assessment using historical data.
- Knowledge of contemporary approaches for financing disaster risk management and disaster risk reduction (e.g., sovereign insurance, macro/micro insurance schemes, anticipatory actions, forecast-based financing, shock-responsive social protection).
- Public Financial Management (PFM): Understanding of government processes, public financial management systems, and national budgeting/planning cycles is critical for integrating DRF mechanisms into national systems.
