Project Summary:
The Middle East & North Africa Monitoring, Monitoring, Evaluation and Learning Services (MENA MELS) Activity, funded bythe U.S. Department of State's Bureau of Near Eastern Affairs Office of Assistance Coordination (NEA/AC). MENA MELS supports the design and implementation of rigorous research, assessments, evaluations and learning activities for NEA/AC and its operating units in 10 countries in the Middle East and North Africa: Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia, the West Bank and Gaza (WBG), and Yemen. Project services include third-party monitoring, evaluations, assessments and research; analysis and synthesis; learning and utilization; and MEL capacity building and training. MENA MELS will conduct third-party monitoring (TPM) through September 2026 to monitor, verify, and evaluate DoS-funded activities in Syria, Lebanon, and Iraq. The purpose of TPM is to verify and report on humanitarian assistance programming in these countries on related progress, challenges, successes, and lessons learned. The information and findings from TPM will be critical in ensuring program learning and accountability, which will be useful for real time programmatic adjustments and future program design.

Position Summary:
The Field Monitor will be deployed across sector-specific/partner-focused locations across Iraq to conduct site visits of humanitarian assistance activities. Most data collection will take place in Ninewa, Anbar, Salahadin, and Diyala governorates. A monitoring schedule will guide the deployment of field teams on weekly visits, with each team comprising of two monitors.
Responsibilities:
- Participate in trainings to understand instruments and sampling approaches.
- Apply the specified sampling approaches in the field to select respondents.
- Participate in the planning/coordination of the TPM where appropriate and lead the data collection process, which will include personally interviewing key informants, conducting focus group discussions, ensuring site inspections and photo taking.
- Conduct routine, on-the-ground project monitoring and data-based verification of implementation and its effects, providing input into situation reports on the operating environment.
- Collect and record all required data by fielding instruments based on agreed upon guidance.
- Follow tablet instructions for every question and if there are no specific instructions, follow general interviewing instructions as covered during training.
- Accurately record all information in both the administrative and content sections of the questionnaire, as well as the cover sheet.
- Accurately input interviewer ID, not sharing interviewer codes with any other person.
- Upload data from tablet daily.
- Responsible for ensuring high data quality not only during data collection but also during data cleanup and analysis.
- Follow proper tablet protection procedures.
- Protect respondent privacy by following all data security procedures.
- Ensure up-to-date understanding of guidance, policies, procedures, and good practices. ",
