Tetra Tech is seeking short-term Energy Transaction Specialists for an anticipated project, based in Togo. The Specialists will coordinate the designs and implementation of the programmatic framework for public-private partnerships and private investments required under the National Energy Pact and the M300 Compact. The Transactions Specialists will ensure that all generation, storage, network, off-grid and clean cooking projects are structured competitively, transparently and bankable, in coherence with sector reforms (legal, regulatory, and utility) and with the objective of mobilizing at least USD 1.68 billion in private capital over 2025–2030. The assignment is contingent upon contract award. Togolese Nationals are strongly encouraged to apply.

The Specialists will:

Transaction structuring and support:

  • Support the preparation and structuring of energy projects in accordance with international best practices
  • Develop and maintain a consolidated PPP and IPP pipeline across the M300 Compact pillars and aligned with national planning and donor priorities
  • Coordinate with the implementing agencies and government to develop and regularly update standardized tender and contract packages (RFQ/RFP, PPAs, connection agreements, government support agreements, etc.), aligned with existing laws, and best practice risk allocation and bankability requirements
  • Monitor transactions throughout the development phase, identify any bottlenecks, including any legal/regulatory impediments bring them up to the CDMU for resolution

Funding mobilization:

  • Identify and coordinate the engagements with national and international financial partners, and structuring the use of instruments such as guarantees, insurance products, blended finance and others in line with Pillar 4 to de-risk projects
  • Advise on innovative financing mechanisms adapted to the local context.
  • Systematically assess and communicate value-for-money of projects and propose strategies to secure investments.

Coordination:

  • Collaborate with technical, economic, and regulatory teams to ensure an integrated approach to transactions
  • Prepare technical reports, memos, and recommendations for leadership
  • Participate in training or skills transfer workshops on project structuring and complex transactions
  • Participate in regular calls with the implementing team.
