Project Name: Recovery for All (RFA).

Remuneration: Fees are subject to negotiation and shall not exceed established market rates.

Language Requirements:

Project Description:
Recovery for All (RFA) is a seven-year (2025-2031) technical assistance project, funded by Global Affairs Canada and implemented by Alinea International.
RFA will support 50 war-affected communities take on the massive task of managing the damage that has been inflicted by Russia's war against Ukraine. The aim of our work with communities is to help them build back better, not only in terms of reconstruction, but also socially and economically, so that people that have stayed in the communities not only survive this war, but can thrive. Each community has its own needs and priorities, so we will work with them to plan a recovery that meets those needs, build the capacity to attract financing and implement recovery initiatives, that serve the long-term development of communities to develop and to foster a better future for residents.
At the national level, RFA works with the Ukrainian government on recovery planning and coordination, ensuring different ministries and agencies collaborate effectively and together, that these efforts support Ukraine's path toward EU integration. RFA supports tracking and reporting on the Ukraine Plan through digital systems we have developed, allowing Ukraine to report efficiently, accurately and transparently to the EU, on its progress required for release of financial tranches under the EU Facility.
About the Work:
The scope of work focused on providing support to the
Ministry of Digital Transformation of Ukraine to
develop the Unified State Information Panel.
The Unified State Information Panel of Ukraine is a national analytical platform designed to enable data-driven management by aggregating data from multiple government information systems in a secure, centralized environment. The project is built on a 'data lake' architecture combined with analytical models and interactive dashboards, allowing decision-makers to monitor the implementation and effectiveness of public policy in near real time.
The main idea behind the dashboard is to move away from fragmented reporting and manual data sharing in favor of a single source of reliable information that provides reliable, comparable and timely data on key sectors, including the economy, social policy and critical infrastructure.
The Role:
We are strengthening our team with a Project Manager who has a serious attitude toward achieving measurable results, coordinating diverse stakeholders, and delivering complex projects on time and within scope.
A key responsibility of this role will be to ensure the end‑to‑end coordination and delivery of the Unified State Information Panel pilot phase, including the integration of data from selected central executive bodies, implementation of analytical models and dashboards, and establishment of clear governance, cyber-security and accountability mechanisms that align technical solutions with strategic policy objectives.
Primary tasks are:
â— Lead the planning, implementation and monitoring of
the pilot phase of the Unified State Information Panel, ensuring
timely delivery of key milestones and results.
â— Coordinate data integration from selected central
executive bodies, including agreeing data formats, access rules,
governance procedures and cyber-security requirements.
â— Oversee the development and refinement of analytical
models and interactive dashboards that reflect priority policy
areas and the needs of high‑level
decision‑makers.
â— Facilitate effective communication and
decision‑making between government
stakeholders, technical teams and international partners, ensuring
clarity of roles, responsibilities and accountability.
â— Translate strategic policy priorities into concrete
technical and operational tasks, and regularly report on progress,
risks and achieved impact to senior leadership.
Formal Eligibility Requirements (Mandatory):
Please note: due to project, contracting, and donor
requirements, candidates must meet all of the criteria below in
order to be considered:
â— Ukrainian citizenship (mandatory).
â— Registered Ukrainian Private Entrepreneur of the 3d
group (consultancy services) or readiness to register as Private
Entrepreneur prior to contract signing.
â— Legal ability to provide consultancy services under
Ukrainian law.
â— Availability for full-time engagement
(Monday-Friday).
Required Qualifications:
Experience:
â— 5+ years of managing complex digital or
data-intensive projects, preferably in the public sector, GovTech,
or large-scale analytics platforms with multiple stakeholders.
â— Strong experience with coordinating cross-functional
teams, including government institutions, technical vendors, and
international partners, in fast-changing and politically sensitive
environments.
â— Solid knowledge of project management methodologies,
data governance principles, and the lifecycle of data integration,
analytics, and dashboard development projects.
â— Strong background in working with government
information systems, interoperability frameworks, cybersecurity
requirements, and regulatory compliance in the context of public
sector digital transformation.
â— Hands-on experience designing and implementing
governance mechanisms, reporting frameworks, and risk management
tools that ensure transparency, accountability, and timely delivery
of project results.
