Building on our 25 years as a leader in global threat reduction, CRDF Global is implementing large-scale Cybersecurity programs in crucial geostrategic regions across Europe & Eurasia (including Ukraine, Moldova, and the Western Balkans), Western Hemisphere, and Southeast Asia — in support of both U.S. Government and international customers. CRDF Global is seeking an experienced data-driven category manager to lead CRDF Global's cyber product and services space across the entire organization. The candidate should have strong supply chain and procurement skills, analytical and financial acumen, communication capabilities, and a hands-on passion to dive deep into the processes used across our foreign assistance market areas. As the organization-wide Cyber Category Manager, your key responsibilities and focus areas include:
- Category Strategy Development: Define and execute a long-term plan for the cyber category across all Mission Areas.
- Supplier Relationship Management (SRM): Build and maintain strong, mutually beneficial relationships with key suppliers to support organization-wide needs.
- Strategic Sourcing and Negotiation: Lead the strategic sourcing process to find the best suppliers and negotiate contracts to secure favorable terms, pricing, and total cost of ownership. Perform all tasks in the procurement lifecycle.
- Risk Management: Identify and mitigate potential risks within the cyber category of supply chain across the organization.
- Cost Optimization: Deliver strategic cost savings through consolidation, standardization, and/or volume leverage across Mission Areas.
- Cross-Functional Collaboration: Work closely with internal teams across all Mission Areas to optimize the value, reliability, and technical effectiveness of the cybersecurity service offerings available to CRDF Global and our beneficiaries.
- Continuous Improvement: Lead initiatives to enhance and optimize the enterprise's procurement capabilities.
- Vendor Market Intelligence: Continuously scan the cybersecurity and digital resilience vendor market, track emerging vendors, solutions, and pricing trends, and brief teams across the organization on developments that should inform program design.
- Approved Vendor Pool Management: Build, tier, and maintain the organization-wide approved vendor pool by capability, past performance, pricing competitiveness, and compliance standing; proactively qualify new vendors before specific requirements create urgency.
- Category Playbooks: Maintain living category playbooks covering sourcing strategy, vendor tiering rationale, recommended contract structures, pricing benchmarks, and lessons learned; ensure accessibility across all Mission Areas.
- Technical Partnership: Translate forward-looking program vision from inputs across Mission Areas into a unified supply strategy, and translate vendor market capabilities back to Mission Area teams to keep program design grounded in what can be bought and delivered.
- Data Visualization, Dashboards, and Reporting: Own the design and maintenance of organization-wide GSC cyber and digital resilience procurement and performance dashboards (pipeline, vendor scorecard, savings tracker, compliance health, market intelligence) and produce monthly portfolio reporting to senior leadership.
- Cross-Mission Area Leadership: Serve as the cyber procurement authority across all Mission Areas, providing vendor recommendations, market intelligence, and sourcing guidance; identify opportunities to consolidate vendor relationships organization-wide for greater leverage.
- Coordination with GSC Managers: Partner across the full procurement lifecycle — intake, translating technical scope into SOWs and evaluation criteria, evaluation panels, award documentation, and ongoing contract performance monitoring — ensuring supplier quality and delivery, due diligence, audit-compliant documentation, and proper flow-down of funder terms and conditions.

Requirements:
- Minimum of 8 years of progressive experience managing
commercial procurement of technology-based services, including
demonstrated experience managing complex, international technical
services, procurement, and supply chain operations, with at least 5
years in Europe/Eurasia.
- Preference for 3 years of previous experience managing commercial procurement in compliance with U.S. Government regulations (2 CFR 200, FAR)
- Bachelor's degree. Technical or business administration-focused degree is preferred
- Excellent communication skills , including experience working with international partners in challenging geographic areas and across organization
- Familiarity with cloud-based procurement management systems (Deltek Costpoint preferred)
- Strong critical thinking and analysis, planning and problem-solving skills
- Demonstrated ability to work in a matrixed environment and to adapt quickly to new challenges
- Demonstrated leadership competencies, including the ability to innovate and strategize, lead self and teams, build relationships inside and outside of the organization, and focus on strong delivery for donors
- High level of organization and attention to detail
- Strong diplomatic and negotiating skills with demonstrated success
- Willingness and ability to travel domestically or internationally
- Fluency in spoken and written English, and another regionally relevant language
