About the career opportunity:

The Caribbean Biodiversity Fund (CBF) seeks a Technical Officer to support the implementation of its Advancing Circular Economy (ACE) Facility, focused on reducing marine pollution and promoting sustainable waste management across the Caribbean. The role involves providing technical oversight, supporting monitoring, evaluation and learning (MEL) systems, ensuring environmental and social safeguards compliance, and guiding circular economy projects. The Technical Officer will collaborate with the CBF Secretariat, ACE Program Manager, and regional stakeholders to strengthen project delivery, data-driven decision-making, and knowledge sharing. This is a full-time, one-year renewable consultancy position based within the Caribbean.

Expected Deliverables:

  • Provide technical and operational support for implementation of ACE Facility projects and strategic goals
  • Support monitoring, evaluation, and learning (MEL) systems, including data collection, analysis, and reporting
  • Ensure compliance with environmental and social safeguards (ESMS) across funded projects
  • Conduct technical reviews of grant proposals and monitor project implementation
  • Develop and disseminate technical guidance materials and knowledge products
  • Support stakeholder engagement, partnerships, and representation in forums
  • Assist in preparation of reports to donors, board, and committees
  • Facilitate learning exchanges, capacity building, and knowledge-sharing events

Budget:

USD 49,200 annually

Minimum qualifications:

  • Master's degree or higher in environmental management, environmental sciences, engineering, circular economy, natural resources, climate change, project management, statistics, monitoring and evaluation, or related field
  • At least 5 years of professional experience in monitoring, evaluation, and learning (MEL)
  • At least 5 years of experience in environmental and social risk management and safeguards frameworks
  • Experience designing and implementing projects in circular economy, marine pollution, or waste management
  • At least 5 years of experience working in the Caribbean region on environmental or sustainable development initiatives
  • Strong written and verbal communication skills in English
  • Working knowledge of Spanish and/or French is an asset

Management Skills:

  • Program and project management, including planning, budgeting, and reporting
  • Stakeholder engagement with governments, NGOs, private sector, and donors
  • Event organization, including workshops and webinars
  • Monitoring, evaluation, and learning (MEL) for multi-country projects
  • Strategic planning and operational coordination

Technical Skills:

  • Expertise in circular economy, marine pollution, and waste management
  • Knowledge of environmental and social safeguards frameworks (IFC Performance Standards, World Bank ESF)
  • Data collection, analysis, and reporting for MEL systems
  • Development of technical guidance documents and tools
  • Proficiency in computer applications (word processing, spreadsheets, databases)
