Indicative LOE/Time Frame: Full-time, consultancy (contingent on contract award)

Language Requirements: Fluency in English (written and spoken) is essential

The Role:
The Team Leader will provide overall strategic, technical and managerial leadership for the programme. They will act as the principal point of contact for the client and senior government counterparts, convene political and programmatic interests to drive policy and systems change, and ensure high-quality, adaptive delivery across all programme components.
Key Areas of Expertise
- Governance and security sector reform
- Serious and organised crime (SOC)
- Criminal justice and rule of law
- Irregular migration, narcotics and human trafficking
- Adaptive programme management in fragile contexts
Key Responsibilities:
- Provide overall leadership and strategic direction for the programme, ensuring delivery against client objectives and value for money
- Serve as the primary interlocutor with the client, government stakeholders, law enforcement, justice sector and social institutions
- Oversee and coordinate multi-component workstreams delivered through various implementing partners
- Convene political and programmatic interests to drive policy and systems change
- Lead proactive risk management and mitigation appropriate to development programming in fragile settings
- Manage, mentor and quality-assure a multidisciplinary team of national and international experts
Qualifications and Experience:
- A minimum of 10 years of experience leading the delivery of HMG-funded programming in governance, security sector reform, SOC, criminal justice, or irregular migration, in roles such as Team Leader, Deputy Team Leader or Programme Director
- Demonstrated ability to convene political and programmatic interests to drive policy and systems change.
- Demonstrated experience working in fragile contexts; experience in Pakistan is an advantage
- At least 10 years' experience working with government stakeholders, law enforcement, the justice sector, and social institutions
- Experience overseeing and coordinating multi-component programmes with various implementing partners
- A proactive approach to risk management and mitigation in the context of development programming
While deep technical experience is not mandatory, we are particularly interested in individuals with a technical background in serious and organised crime, migration, narcotics and human trafficking, and security sector reform.
