About the career opportunity:
The Caribbean Biodiversity Fund (CBF) is seeking a Program Officer to support the implementation and administration of its Conservation Finance Program, which provides long-term funding for conservation and sustainable development initiatives across the Caribbean. The role supports the management of the regional conservation finance architecture, including partnership agreements with National Conservation Trust Funds and donor-funded projects. The successful candidate will provide administrative, operational, technical, stakeholder engagement, reporting, and project coordination support to ensure effective program delivery. This position works closely with donors, government agencies, conservation organizations, and regional partners while contributing to resource mobilization, monitoring, reporting, and communications activities across the program portfolio.
Expected Deliverables:
- Support the management and implementation of the Conservation Finance Program work plan and regional projects, including the Caribbean Regional Architecture for Biodiversity (CRAB) Project.
- Assist in the preparation, supervision, and administration of Partnership Agreements and related implementation arrangements.
- Prepare reports, memoranda, meeting documentation, and progress updates for the Board of Directors, management, donors, and stakeholders.
- Coordinate and document meetings with donors, stakeholders, and National Conservation Trust Funds, including preparation of minutes and follow-up actions.
- Prepare National Conservation Trust Fund payment request packages and supporting documentation for review and approval.
- Prepare semi-annual market value memoranda for National Conservation Trust Funds.
- Develop Board approval memoranda and resolutions required for program implementation.
- Review progress reports and payment request packages submitted by National Conservation Trust Funds.
- Maintain and update Conservation Finance Program records, agreements, communications, and tracking systems within the Zoho platform.
- Monitor and update payment, reporting, matching requirement, and grantee project databases.
- Coordinate with legal advisors on documentation requiring legal review.
- Support compliance monitoring of National Conservation Trust Funds under Partnership Agreements.
- Assist in preparing donor and project progress reports.
- Support stakeholder engagement with government agencies, civil society organizations, private sector institutions, and donors.
- Coordinate workshops, trainings, webinars, and events, including logistics, invitations, concept notes, and meeting documentation.
- Represent the Conservation Finance Program at relevant meetings and events.
- Support development of communications and outreach materials, including newsletters, blogs, brochures, press releases, and promotional content.
- Support program visibility through website and social media content.
Budget:
USD 43,200.00 annually.
Minimum qualifications:
- Bachelor of Science degree from a recognized university.
- At least 5 years of experience in a similar position.
- Excellent verbal and written communication skills in English.
- Good or advanced Spanish and/or French language skills are considered a strong asset.
- Master's degree in climate change, natural resources management, environmental management, biology, or a related field is preferred.
Technical Skills:
- Development, implementation, and monitoring of programs and projects.
- Preparation of proposals, work plans, budgets, logical frameworks, procurement plans, and monitoring plans.
- Report writing, memorandum preparation, and technical documentation.
- Knowledge of ecosystem-based adaptation, conservation, and natural resources management.
