Finance Officer (Grants and Compliance) - ARTICLE 19 Europe
Regional office: ARTICLE 19 Europe Responsible to: Regional Director for Europe Key Relationships: ARTICLE 19 Europe team, Global Finance Team, Business Development Team, People and Culture Team, Project Teams, External Auditors, Donors, and Partners. Contract: Fixed Term (one-year contract with a possibility of extension subject to performance and availability of funding) Working Hours: Part-time, 32 hours a week Salary: Circa EUR 54,000 gross per annum pro-rata (plus 8% holiday allowance and 8% pension contribution) Location: The Netherlands Article 19 Europe is a flexible employer and encourages a hybrid working environment. The frequency of time in attending the office and working from home is to be agreed with the successful candidate.

ARTICLE 19 Europe, our regional office, plays a critical role in implementing ARTICLE 19's strategies and projects in Eastern Europe and Central Asia, strengthening the organisation's impact on freedom of expression and access to information across the region. As Finance Officer (Grants and Compliance), you will support the effective financial management of projects, ensuring compliance with donor and regulatory requirements, maintaining accurate financial records, and contributing to transparent and accountable grant administration across the region.
Your contribution to the team
- You will support the financial management of ARTICLE 19 Europe, contributing to both the delivery of donor-funded projects and the financial oversight of the organisation as a Dutch “stichting”.
- The role focuses on ensuring accurate financial reporting, compliance with donor and Dutch regulatory requirements, and supporting programme teams in the effective financial management of projects.
- Working closely with the Regional Director, programme teams, and the Global Finance Team, you will help maintain reliable financial processes and contribute to the smooth running of financial operations across the office.
What you can expect in a typical day
- Support financial management of donor-funded projects, including budgeting, expenditure tracking, and reporting.
- Prepare financial reports for donors and internal purposes, ensuring accuracy and compliance with requirements.
- Monitor project expenditure and flag variances, supporting budget holders in adjusting forecasts where needed.
- Assist in the preparation of project budgets during proposal development.
- Review and process financial reports and supporting documentation from partners.
- Support basic partner financial due diligence and follow up on compliance issues where needed.
- Support financial administration of ARTICLE 19 Europe as a Dutch Stichting, including maintaining financial records and documentation.
- Assist in the preparation of annual financial statements and support external audit processes
- Ensure compliance with Dutch financial regulations and organisational policies, with guidance where needed
- Support cash flow tracking and day-to-day financial operations, as well as financial planning and broader financial stewardship, helping to maintain a clear picture of money-in, money-out, and available organisational runway.
- Maintain and use financial systems (e.g. Sage) and contribute to improving financial processes over time.
- Liaise with the Global Finance Team and external service providers (e.g. payroll, accountants) to ensure smooth financial operations.
What you will bring to the role Knowledge and Skills
- Good understanding of financial management, including budgeting, reporting, and basic financial controls
- Familiarity with grant financial management and donor compliance requirements, especially government and European donors, as well as private foundations
- Understanding of accounting principles, including restricted funding in a non-profit context
- Strong Excel skills and ability to work with financial systems (e.g. Sage or similar)
- Attention to detail and ability to manage multiple tasks and deadlines
- Ability to work collaboratively in a multicultural environment
- Fluency in English required; working knowledge of Dutch strongly preferred and considered a significant asset
Experience
- At least 5-7 years of relevant experience in finance, accounting, or grant finance roles
- Experience supporting financial reporting for donor-funded projects is desirable
- Experience working in a non-profit or international organisation is an advantage
- Experience supporting audits or working with financial controls is an advantage
- Experience working with partners or multiple stakeholders is beneficial
