The position
This is a Cairo based position.
BACKGROUNDOm Habibeh Sultan Mohamed Shah Aga Khan Foundation (OHF) is an Egyptian non-profit foundation serving the people of Aswan for over 35 years. The foundation is an affiliate of the Aga Khan Development Network (AKDN), which supports over 1,000 initiatives in over 30 countries around the world.The Foundation was established by Om Habibeh Mohamed Shah Aga Khan, whose enduring legacy in Aswan reflects a deep and personal commitment to the well-being, dignity, and development of local communities. Her vision continues to guide OHF’s work, anchoring it in compassion, service, and long-term partnership with the people of Aswan.Position ObjectiveThe Project Manager is responsible for the overall leadership, planning, implementation, coordination, monitoring, reporting, and successful delivery of the UNICEF-funded programme “A Collaborative and Sustainable Approach to Supporting Learning Continuity for School-Age Children in Vulnerable and Disadvantaged Situations.”Key Responsibilities1. Programme Leadership and Strategic Management- Lead the overall implementation of the project across all target governorates.
- Develop and maintain detailed annual workplans, implementation schedules, and operational plans.
- Ensure achievement of all project outputs, outcomes, indicators, and deliverables.
- Provide strategic guidance to project teams to ensure quality programme implementation.
- Identify operational risks and develop mitigation measures to ensure uninterrupted implementation.
- Oversee implementation of all programme components, including:
- Learning Recovery Programmes
- Non-Formal Education Interventions
- Community-Based Learning Spaces
- Early Childhood and Community-Based Kindergarten Activities
- Community Cohesion and Extracurricular Activities
- Child Protection and Psychosocial Support Services
- WASH Interventions
- Positive Parenting Programmes
- Community Awareness Campaigns
- Ensure learning spaces are established, equipped, and operational according to project standards.
- Monitor implementation progress against approved workplans and target
- Serve as the primary focal point for UNICEF regarding project implementation.
- Maintain strong relationships with government entities, the Ministry of Social Solidarity, the Ministry of Education, local authorities, community-based organizations, and other stakeholders.
- Coordinate with UNICEF technical teams to ensure compliance with programme requirements.
- Support community engagement and local ownership of project interventions.
- Lead and supervise multidisciplinary project teams.
- Provide coaching, mentoring, and performance management support to project staff.
- Ensure staff understand project objectives, safeguarding obligations, and donor requirements.
- Build the capacity of project teams, facilitators, teachers, community workers, and local partners.
- Promote teamwork, accountability, and a culture of continuous improvement.
- Oversee project budget implementation and expenditure tracking.
- Ensure effective utilization of UNICEF funds and partner contributions.
- Monitor budget burn rates and financial forecasts.
- Work closely with Finance and Procurement departments to ensure compliance with donor regulations.
- Review financial reports and support timely liquidation of advances.
- Prepare and submit high-quality narrative and progress reports to UNICEF.
- Ensure timely submission of monthly, quarterly, annual, and ad hoc reports.
- Maintain comprehensive project documentation and records.
- Produce presentations, briefing notes, case studies, and donor updates.
The requirements
Qualifications and Experience
Education- Master’s degree in education, Development Studies, International Development, Project Management, Social Sciences, Public Policy, or a related field.
- Bachelor's degree in a relevant field with significant additional relevant experience.
- Minimum 7–10 years of progressively responsible experience in project/programme management.
- Minimum 5 years managing large donor-funded projects (UNICEF, UN agencies, EU, USAID, GIZ, World Bank, etc.).
- Proven experience managing multi-sectoral education programmes.
- Experience working with vulnerable children, refugees, migrants, and host communities.
- Experience managing grants exceeding EGP 50 million is highly desirable.
- Demonstrated experience in team leadership and stakeholder coordination.
- Excellent command of English and Arabic, both written and spoken.
