Mission and objectives:

  • Le Programme des Nations Unies pour le développement (PNUD) opère dans plus de 170 pays et territoires, contribuant à éliminer la pauvreté, à réduire les inégalités et à accroître la durabilité. Dans ce scénario difficile, le développement de partenariats est un aspect crucial pour la réalisation des objectifs du PNUD et l'engagement de différentes institutions parmi les secteurs privé et public.

Context:

  • The United Nations Development Programme (UNDP) and the Ministries of Justice and Institutional Reform of the Transitional Government of Gabon have signed a partnership agreement for a project entitled Promoting accountable, effective, and inclusive justice sector in Gabon. Its aim is to strengthen independent and transparent institutions through a comprehensive reform of the justice sector in Gabon. In addition, the partnership aims to improve access to justice and respect for human dignity. The project will develop and implement citizen-centered justice mechanisms, promote transparency and a more efficient justice system, using a people-centered approach to justice and other innovations developed by UNDP.
  • The objectives of this projet are to support Gabon to reform its judicial and rule of law institu-tions by addressing the shortcomings identified in the Gabonese judicial system. The project aims to boost initiatives already undertaken by the Committee for the Transition and Restora-tion of Institutions (CTRI) through three main fundamental axes that will carry out a series of reorganizations in favor of the justice sector, to make it more efficient, accountable, and fair. Specifically, this will involve (1) Enhancing justice access though the construction and reha-bilitation of justice infrastructure (2) Strengthening the competence, integrity, and reliability of the system with in-depth capacity building of judicial staff and digitalization processes and (3) contribute to the national transition with stronger rule of law and democratization pro-cesses.

Task description:

  • Under the direct supervision of the Deputy Resident Representative, the UN Volunteer will undertake the following tasks:
  • - Support decentralization and local governance structures/institutions by providing them with the necessary means to operationalize their activities,
  • - Support Civil Society Organizations (CSOs ) in implementing decentralization and local governance actions.
  • - Contribute to analyses of the country's political, social, and economic situation to inform the preparation of policy documents and national strategies for the United Nations Development Programme (UNDP) Country Office.
  • - Provide technical advice to support dialogue with national partners on the development and implementation of programs linked to governance.
  • - Contribute to UNDP's work on gender equality and equity.
  • - Provide substantial technical support for the preparation and implementation of the new Country Programme Document (CPD) through the development and implementation of UNDP interventions in governance, notably those relating to citizen participation in public and political life, institutional capacity-building for development planning and management, promotion of human rights, equitable access to justice, crisis prevention, and peacebuilding.
  • - Provide effective support in the management of the justice project.
  • - Support the unit in gathering detailed information for the formulation of in-country activities, preparation of project documents, work plans, budgets, and proposals for implementation arrangements.
  • - Analyze project situations, identify operational and financial problems, and propose solutions.
  • - Monitor performance indicators, success criteria, targets, milestones, and benchmarks for reporting.
  • - Contribute to the preparation of descriptive summaries (project fiches) and the development of programs/projects in the governance portfolio.
  • - Contribute to the development of new United Nations Country Team (UNCT ) joint programs linked to the UNDP governance portfolio.
  • - Follow up on actions required for project closure.
  • During the first month of the assignment, the UN Volunteer will work closely with his/her direct supervisor to finalize an agreed-upon work plan. The work plan should outline key objectives and activities and include regular check-ins with the supervisor to review progress and receive performance feedback.

Additional eligibility criteria:

  • This assignment is funded by the Government of Korea and therefore specific criteria apply:
  • - Candidates must be Korean nationals. Fluency in Korean is required.
  • - Candidates must be 27 years of age at the time of application.
  • - Candidates who have already served as UN Volunteer Specialist funded by the Government of Korea are not eligible to apply (former UN University and UN Youth Volunteers are eligible).
  • - Serving UN Volunteers will not be considered for other UN Volunteer assignments until they reach three (3) months before the end of contract date of their current UN Volunteer assignment. This provision applies equally to first and subsequent contracts.
  • - Candidates may apply to a maximum of three assignments and indicate the order of preference in the 'Additional remarks' field when filling in the application form.
  • - Only shortlisted candidates will be contacted. The selection will be done by the UN Host Entity at the level of the country of assignment.
