Mission and objectives:

- The 2030 Agenda for Sustainable Development Goals (SDGs) and the pledge to leave no one behind reflect the interconnectedness of health and sustainable development issues such as the widening economic and social inequalities, the climate crisis, rapid urbanization, the continuing burden of HIV and other infectious diseases (e.g., malaria, tuberculosis), the growing burden of non-communicable diseases and the emergence of health threats. The scope and scale of delivering health and well-being for all demands innovative partnerships and financing.
Context:
- UNDP's partnership with the Global Fund (GF) makes a vital contribution to UNDP's Strategic Plan 2026-2029, the 2030 Agenda for Sustainable Development and the pledge to leave no one behind. When requested, UNDP acts as interim Principal Recipient (PR), working with national partners and the GF to ensure management, implementation and oversight of GF grants, while simultaneously strengthening health institutions and systems for national entities to assume the PR role over time.
- In Angola, the Ministry of Health and UNDP have had a long-standing, strategic partnership for health service delivery through GF grants. Currently, UNDP is acting as the Principal Recipient for the consolidated HIV, Malaria and Tuberculosis 2024-2027.
- Most of the interventions planned in this Grant are implemented at national level and in priority provinces based on their epidemiological burden. The current grant has an objective to expand the coverage of high-quality HIV, tuberculosis and malaria services for the most vulnerable populations: pregnant women, children under 5, adolescent girls and young women and key populations.
- To help the UNDP Project Management Unit (PMU) deliver in a timely and quality assured manner; while complying with UNDP and GF rules and regulations, UNDP Angola is recruiting a Public Health Programme Associate (UNV) to be based in Luanda.
Task description:
- Under the direct supervision of the GF PMU Programme Manager, the UN Volunteer Associate will undertake the following tasks:
- - Support the timely execution of the Ministry of Health-led HIV, TB, malaria and RSSH targets, workplan and budget under the GC7 grant
- - Assist, review and update detailed work plans for activities to be led by the INLS, the National TB Programme, the Malaria control Programme and/or Provincial Governments.
- - In collaboration with UNDP Field Offices in Benguela and Cuanza Sul, ensure that all grant activities are conducted, planned and executed on time, and that supporting documents are generated and collected as per UNDP requirements.
- - Participate in grant monitoring and evaluation visits with the Ministry of Health staff (central and provincial), as part of the Ministry and the Provincial Public Health Departments 'support supervision visits plans.
- - Support the building of sound reporting frameworks related to grant implementation.
- - Help inform the community-based interventions implemented by NGO Sub-Recipients with a view to achieving the Grant performance targets
- - Support the introduction of effective health facility-community linkages related to HIV, TB and malaria service delivery
- - Support the enhancement of HIV and Tuberculosis disease programme management at national and provincial levels.
- - Support the planning, delivery and documentation of capacity assessments and capacity building exercises, conducted by UNDP, aimed at enhancing the management of HIV, TB and malaria programmes.
- - Promote the transfer of skills at all times with the Ministry of Health staff;
- - Contribute technical expertise and experience to capacity development interventions at both central and provincial levels.
- - Support the identification, design, and the implementation of appropriate interventions to successfully implement the Global Fund-funded programme activities.
- - Support the building of reporting frameworks at the central and provincial level
- - Support the INLS the national TB Programme, the national malaria Pro-gramme and the Provincial health teams in building robust reporting mechanisms, with a view to ensuring that UNDP/Global Fund funded activities are adequately documented and reported.
- - Contribute to the UNDP PMU reporting (Progress Updates, Pulse Check, in-ternal) to the Global Fund.
- - Performance management, knowledge sharing and lessons learnt
- - Contribute to the design, implementation and monitoring of quality assurance and quality improvement interventions under the Grant.
- - Contribute to the development of knowledge products, based on lessons learned, experiences and data generated through grant implementation.
- - Assist in the identification of success stories and best practices learnt from the grant and help ensure proper documentation and dissemination.
- During the first month of the assignment, the UN Volunteer will work closely with his/her direct supervisor to finalize an agreed-upon work plan. The work plan should outline key objectives and activities and include regular check ins with the supervisor to review progress and receive performance feedback.

Additional eligibility criteria:
- This assignment is funded by the Government of Korea and therefore specific criteria apply:
- - Candidates must be Korean nationals. Fluency in Korean is required.
- - Candidates must be between 22 and 29 years of age at the time of application.
- - Candidates who have already served as UN Youth Volunteer funded by the Government of Korea are not eligible to apply (former UN University Volunteers are eligible).
- - Serving UN Volunteers will not be considered for other UN Volunteer assignments until they reach three (3) months before the end of contract date of their current UN Volunteer assignment. This provision applies equally to first and subsequent contracts.
- - Candidates may apply to a maximum of three assignments and indicate the order of preference in the 'Additional remarks' field when filling in the application form.
- - Only shortlisted candidates will be contacted. The selection will be done by the UN Host Entity at the level of the country of assignment.
