Job Description
Work on one of the most ambitious digital transformation programs in Indonesia.
As Assistant Manager at MSC, you will guide national reforms in digital ID, G2P delivery, and digital public infrastructure working directly with top government agencies, global development partners, and a world-class technical team. This is role is for a ecosystem builder and reform champion who wants to shape systems that impact millions of people while growing MSC's global digital governance portfolio.Assistant Manager - Technology Policy and Innovation will play a key role in supporting MSC's Centre for Responsible Technologies (CRT) in the design, development, and implementation of Digital Public Infrastructure (DPI) solutions across multiple countries.

This position will work at the intersection of technology, public policy, digital transformation, and innovation. The role involves extensive engagement with government agencies, donors, private sector partners, and internal MSC teams to manage technical assistance assignments, lead requirement gathering, drive solution design, and support implementation across diverse digital initiatives such as Digital ID, Data Sharing, AI/ML, Cloud, and open-source technologies.
Detailed Responsibilities
Business Execution
- Support major technical assistance assignments focused on digital solutions, Digital ID, Data Sharing, and DPI components.
- Manage client and ecosystem interactions and project execution, ensuring high-quality outputs and timely delivery.
- Lead requirement gathering, issue analysis, solution design, and development of practical technical recommendations.
- Prepare and deliver presentations, technical reports, solution architecture inputs, and roadmaps to ecosystem members, government and donor stakeholders.
- Oversee solution ideation, architecture discussions, prototype development, and vendor coordination.
- Work closely with internal MSC teams, external technology vendors, and implementation partners during all phases of the project.
- Conduct in-depth research, reviews, and prepare thematic papers, technical notes, and analytical reports.
- Attend and represent MSC/CRT at client meetings, workshops, and conferences within Indonesia and internationally.
Business Development
- Build and strengthen relationships with current and prospective clients across government, private sector, and donor institutions.
- Identify business development opportunities based on emerging digital transformation needs and market trends.
- Lead or support the development of concept notes, proposals, pitch decks, and responses to RFIs/RFPs.
- Engage with ecosystem members, donors, partners, and stakeholders to position MSC's expertise in DPI, digital solutions, and emerging tech.
- Contribute to thought leadership through blogs, publications, and knowledge products on DPI, Digital ID, Data Sharing, AI, and related areas.
Professional Development
- Provide guidance and mentoring to Analysts and Associates during project execution.
- Facilitate knowledge-sharing and contribute to internal learning initiatives across the CRT team.
- Invest in continuous self-development on areas such as DPI, AI/ML, digital transformation, open-source technologies, cloud, and systems architecture.
- Provide and seek timely feedback to support team development and high performance.
Requirements
Academic / Professional Qualifications
Bachelors or master's in technology / engineering or relevant field
Additional certifications or training in digital transformation, AI/ML, cloud, data engineering, enterprise architecture, or technology policy (Preferred).
Experience
- 5+ years of experience in designing, developing, or implementing digital solutions or DPI-related initiatives.
- Experience in one or more domains - AI/ML, Cloud, Data & Analytics, Process Automation, Digital Transformation, Open-source stack.
- Prior experience in consulting, government advisory, technology implementation, digital governance, or system integration roles.
- Exposure to working with government stakeholders, donor agencies, and international development organizations (Preferred).
