The European Investment Fund (EIF) is seeking to recruit for its Central Front Office Services Department (CFOS) - KYC, TAX, ESG Division (KTE) - KYC Unit at its headquarters in Luxembourg, a KYC Officer*. This is a full-time position at grade 4 for which the EIF offers a permanent contract.

Purpose

Part of the EIB Group, the mission of the European Investment Fund (EIF) is to improve access to finance for SMEs and small mid-caps in Europe. We do this by supporting emerging and established fund managers with equity investments and by designing debt financing instruments that share the risk taken by financial institutions when they lend to or invest in small businesses. We bring this support closer to entrepreneurs through our extensive network of partners and financial intermediaries in all EU Member States and associated countries.

The KYC, Tax & ESG Division is part of the Central Front Office Services Department within EIF's Investment Office. The KYC unit operates within the First Line of Defence and is responsible for executing customer due diligence (CDD) processes in accordance with internal policies and regulatory requirements, ensuring that client data is accurately captured, maintained, and stored in line with applicable procedures and supporting the business in managing financial crime, sanctions and reputational risks.

Operating network

You will play a strategic and pivotal role in supporting EIF's Investment Office in the execution of its institutional, governance and operational responsibilities across EIF. You will ensure the coordinated, efficient and high quality functioning of the CFOS/KTE/KYC Unit and interact with EIF's investment professionals, the AML team in EIF's 2nd Line of Defence (2LOD) and EIB counterparts. You will report to and work under the supervision of the Head of CFOS/KTE/KYC Unit.

External contacts: A range of EIF counterparties, EIF service providers.

Responsibilities

In your role, you will:

  • Collect and assess KYC/AML documentation, ensuring alignment with EIB Group AML policy and applicable procedures.
  • Conduct end-to-end KYC onboarding for new counterparties in EIBG system, including beneficial ownership analysis, screening results, integrity and reputational checks, in line with EIB Group procedures
  • Perform 1st Line of Defence (1LOD) Non-Financial Risk (NFR) Compliance assessments for investment transactions and portfolio activities.
  • Draft clear and structured 1LOD compliance assessments and contributions to transaction approval documentation.
  • Work collaboratively with investment teams, providing guidance on NFR processes, tools and requirements in a pragmatic and solution-oriented manner.
  • Liaise with EIF 2LOD and EIB counterparts to escalate higher risk cases and ensure consistency with EIB Group-wide standards.
  • Contribute to the continuous improvement of procedures, checklists, guidance and digital tools, supporting the evolution of 1LOD responsibilities under the updated NFR Three Lines Model Target Operating Model.

Qualifications

  • At least 3 years and no more than 5 years of post-graduation (after having obtained your initial university diploma) relevant professional experience at the same level of responsibility in asset management, banking, finance, legal or corporate advisory in the Compliance / KYC domain or other areas relevant for the role.

  • University degree in Economics, Business Administration, Finance or Law (preferably at postgraduate level) with a combination of the above being an additional asset.

  • Good knowledge of regulatory requirements, especially with relation to AML-KYC in a 1st or 2nd LoD role.

  • Proven experience in external communication with clients and managing flows of legal and regulatory documentation.

  • Good understanding of the EIF mission and activities as well as the operating and political framework in which the EIF operates.
  • Excellent knowledge of written and spoken English. Knowledge of other EU languages would be considered an advantage.
  • Previous experience with WorldCheck screening system is considered an asset.
  • Previous experience with a Three Lines Model transition project considered a strong advantage.

  • Counterparty Due Diligence: Ability to perform in a comprehensive and timely manner customer due diligence on new and existing counterparties in line with regulatory standards and internal policies. This includes Enhanced Due Diligence (EDD).
  • Systems and Process Improvement: Ability to contribute to the continuous development of an information system appropriate for the purposes of maintaining up-to-date data in the context of KYC measures and controls. This might entail implementation of creative solutions that increase efficiency, and effectiveness of the organization operations.
  • Counterparty Data and Records Management: Ability to maintain accurate records in the internal databases, ensuring all counterparty information is up-to-date and complete in line with internal policies and procedures.
  • Screening Tools: Ability to use various screening tools for identification of ML/FT red flags, more specifically PEP screening, adverse media, sanctions screening.
  • Counterparty AML/CFT Risk Assessment: Ability to assess and analyse counterparty data and documentation in order to perform AML/CFT risk assessments and categorization based on counterparty risk profile and red flags identified.
  • Legislation & Regulation AML/KYC: Knowledge of EU AML/KYC regulations and industry practices while staying up to date with changes in relation to regulatory requirements within KYC/AML area.
  • Private Equity (PE), Venture Capital (VC), and Banking Products Understanding: Ability to understand the structures, mechanisms, and financial instruments used in the fund of funds (FoF) product range which will enable proper application of AML/KYC procedures to KYC relevant counterparties.
  • KYC Compliance Advisory: Ability to provide guidance to relevant stakeholders on internal KYC/AML procedures and regulatory requirements with the focus on roles and responsibilities of 1st line services.
  • Customer Due Diligence Coordination: Ability to work closely with other departments, such as Front Office, Compliance, Internal Audit to ensure a cohesive approach to customer due diligence and compliance.
