Dear Bidder, The International Labour Organization (ILO) is seeking a consultant/team to undertake a strategic review of ILO engagement with the Employers Confederation of the Philippines (ECOP) and the wider private sector in the Philippines. The consultancy will assess current ILO-ECOP engagement approaches, identify operational and coordination challenges, and analyse how evolving governance frameworks — including ESG/RBC, supply-chain due diligence, trade-related labour requirements and OECD-related developments — are shaping employer engagement and demand for support services. Building on this analysis, the consultant/team will develop practical and replicable systems, operational models and strategic recommendations to support more coherent, scalable and sustainable ILO engagement with employers and the private sector.
