Job Description (Roles and Responsibilities): Main purpose of job:

This role will deliver a multi-year flagship economic security programme in Southeast Asia. The project is a continuation of our regional work on economic security, building on earlier pilot activity. The role will work closely with project leads, based in Singapore and Bangkok with a budget of up to £1 million per annum.

The role aims to deliver to UK objectives on economic security in Southeast Asia, providing both project level delivery and strategic oversight. The role will be expected to lead on project development and management, contract management, procurement, and financial oversight. They will provide a key point of contact for economic, political and trade teams across the region.

This will be a full, consistently loaded role across the FY, with some out of hour requirements, requiring dedication and resilience from the successful applicant. Nevertheless they may be able to provide some surge or other support to embassy teams, and we want to ensure they make a meaningful corporate contribution to the life of the mission.

Roles and responsibilities / what will the jobholder be expected to achieve:

Programme and contract management (75%)

  • Develop, oversee and deliver assigned secure growth projects to ensure they operate effectively and compliantly, have real impact and support UK objectives, meeting programme requirements.
  • Provide strategic support to teams delivering economic security projects, including thought leadership and guidance.
  • Regular monitoring of projects, including attendance at relevant meetings; conducting monitoring and possible scoping visits across South-East Asia.
  • Maintain regular meetings with project implementers to review progress and support any project evaluation processes. Give specific guidance and support on MEL.
  • Ensuring that clear, timely and accurate monthly / quarterly financial and narrative reports are gathered from project partners and appropriately handled;
  • Maintain budget forecasting and expenditure spreadsheets and preparing updates for regional leads to meet financial reporting obligations.
  • Maintain good information management, ensuring all implementer reports, contracts and correspondence is organised and accessible.
  • Experience in economic and/or security areas, international development, international policy or diplomacy.

Stakeholder Engagement and co-ordination (20%)

  • Manage and coordinate meetings on economic security, including minute taking, tracking actions and setting the agenda;
  • Build and maintain relationships with a range of relevant external stakeholders, including national, government stakeholders and international NGOs, academics to inform our work.
  • Work closely with colleagues in the wider Embassy to ensure policy and programme work is closely aligned and coordinated in order to support delivery of UK objectives.
  • Support inward visits of delegations into the region for economic security work, building relationships with relevant UK based teams and departments, managing briefing packs, providing strategic oversight.
  • Finding synergies between diplomatic activity and project activity.
  • Information sharing and management in support of our efforts.

Essential qualifications, skills and experience

  • At least three to five years of project/programme management experience, including providing oversight of finances and project delivery.
  • Experience of working in a policy delivery position, ideally in an area linked to economics, development or national security.
  • Excellent interpersonal and communication skills.
  • Strong organisational and time management skills and a proactive approach.
  • Able to communicate effectively with partners and diverse stakeholders.
  • Confident in the use of a range of Microsoft and other IT applications.

Desirable qualifications, skills and experience

  • Experience in applying gender and conflict sensitivity principles to international programming.
  • Knowledge and experience of the South-East Asian region.

We are currently operating a hybrid working pattern with at least 60% of the time being spent in the office depending on operational needs.

The Embassy has a smarter working policy and is committed to offering flexible working patterns balanced with the operational requirements of the role. In crisis/emergency situations you may need to work as required to support the Embassy response, sometimes on a shift pattern, which may result in unsociable hours and/or weekend working.

Bangkok has been chosen for this role due to pool of individuals with project delivery skills, and importance of Bangkok as a regional hub for economic security work.

We will accept candidates who were interested in a job share arrangement to suit family commitments etc.
