CCSD leads thematic operations, knowledge innovation, and partnerships. You will be based at our Headquarters in Manila, Philippines.

You will report to the Director, Climate Change and will oversee junior team members.

Your Role

As a Principal Sustainable Solutions Specialist, you will play a leading role in supporting ADB's developing member countries (DMCs) to accelerate private sector development to deliver substantial climate resilience and low carbon outcomes. This will include supporting ADB teams focused on private sector led growth to (i) identify opportunities for pursuing private-sector capital mobilization for climate change mitigation and adaptation in infrastructure, agribusiness, and social sectors; (ii) strengthen institutional capacity, policy and regulatory set-up of DMCs agencies and financial institutions to enable private capital for climate actions; and (iii) develop knowledge and innovation work and related institutional partnerships to promote private-sector capital mobilization and private sector enablement for climate actions.

You will:

Strategy, Planning and Partnerships

  • Lead ADB's efforts with PSD (RD), OMDP, PSOD, and Sector Departments (SDs) to scale up private sector capital mobilization to maximize climate outcomes by expanding ADB's understanding of the ecosystem of actors to inform increased private sector engagement in ADB country strategies, workplans and pipelines.
  • Work with PSD (RD), OMDP, SDs to conduct relevant diagnostics and policy dialogue with relevant government officials, financial institutions, and work with development partners and the broader ecosystem of stakeholders to support the strategic mobilization of technical assistance resources to increase private capital mobilization

Operational Support

  • Support the development of midstream and downstream pipeline opportunities, and support PSD (RD) and PSOD in conducting operations that have substantial climate outcomes, including strengthening climate-related components in project processing and implementation.
  • Lead processing and administration of technical assistance to support climate-focused activities across private sector development initiatives, notably including mobilization of private financing for climate actions.

Knowledge Sharing

  • Lead the development and dissemination of relevant knowledge and innovation work and promote targeted capacity building on climate relevant private sector action.
  • Establish ADB as a thought leader in private capital mobilization for climate actions by joining landmark conferences and supporting ADB senior management in high-level engagements on the subject of private capital mobilization and private sector enablement for climate actions.
  • Track and share best practices from regional and global markets.
  • Lead the development and maintenance of relationships with external partners sharing best practices from regional and global markets.

Qualifications: You will need:

â— Master's degree, or equivalent in economics, finance, business administration, engineering, climate; or University degree and at least 5 years specialized experience relevant to the position can be considered

â— At least 12 years work experience in the field of climate-related private sector project development, advisory, financing activities, preferably in the Asia and Pacific region. International experience working in several countries.

â— Significant experience in private sector development, transaction advisory, risk mitigation, or debt / equity finance in climate change mitigation and adaptation projects.

â— Working experience with governments, investors, private equity funds, commercial banks, and international organizations.

â— Proven management and leadership qualities.

â— Familiarity with private investment operations, policies, and procedures of multilateral financial institutions is preferred.

â— Ability to utilize and share relevant knowledge to benefit the broader ADB community and support south-south knowledge transfer.

â— Must be a strong team player and an efficient negotiator.

â— Written and verbal proficiency in English and strong interpersonal skills.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
