Brief Job Overview

The Program Delivery Senior Manager will provide end to end programmatic operational excellence of the Medicines Supply Resilience (MedSuRe) Africa project, which is a multi-year, multi-country project that aims to increase regional production of quality-assured, African-made medicines in ways that are cost-competitive and climate-smart. In close collaboration with the MedSuRe Deputy Project Director, the Program Delivery Senior Manager will lead day-to-day project operations and implementation, ensuring effective coordination across teams and compliance with donor and contractual requirements. More specifically, the Program Delivery Senior Manager will manage the development of annual implementation planning, monitor timelines, and develop and oversee reporting processes among other tasks, to ensure high quality results. This position will oversee project management staff and support coordination across technical, finance, monitoring and evaluation (M&E), and partner teams to ensure timely, high-quality delivery of project objectives. The role also involves coordinating and communicating with stakeholders - including the donor, project partners, key external national, regional, and global stakeholders, and internal teams.

The MedSuRe Program Delivery Senior Manager has the following responsibilities:

  • Holds end to end operational accountability for the timely and successful implementation of project activities across multiple workstreams and adherence to donor and contractual requirements.
  • Leads development and execution of annual planning, preparation of high-quality and timely progress reports, and manages the quality control process for deliverable review and submission.
  • Drives integration across technical, M&E, finance, and partner workstreams, proactively managing interdependencies, identifying risks, and resolving delivery challenges to maintain program timelines and quality standards.
  • Designs, implements, and continuously improves project management systems, tools, and processes for project implementation that ensures efficient execution, contractual compliance and delivery of high-quality results.
  • Serve as programmatic/operational point of contact for project partners, ensuring effective coordination, communication, and performance across consortium members. Leads subaward compliance, facilitate regular partner meetings, and proactively resolve risks or conflicts to maintain project quality and timelines that are dependent on partners.
  • Leads donor management efforts in maintaining strong donor relationships, contributing to donor communications, and preparing briefings and presentations, and responding to donor inquiries.
  • Manages program financial tracking and forecasting in collaboration with Finance, ensuring accurate expenditure monitoring, adherence to approved budgets, and compliance with donor requirements.
  • Proactively identifies issues/risks, including escalation in a timely manner and the facilitation of resolution with appropriate management staff.
  • Oversee the full lifecycle of consultant and vendor engagements, including scope development, procurement, contract development and administration, onboarding, and performance monitoring, while ensuring compliance with donor rules and regulations and USP policies. This includes but is not limited to managing the drafting of scopes of work with technical staff, managing the onboarding process and all contract administration, and monitoring progress towards deliverables.
  • Overseas good records management, according to USP and donor policies and promotes strong project knowledge and information management.
  • Provides direct supervision and performance management of assigned project management staff. Coaches, mentors, and develops team members to strengthen project management capacity and support career growth.
  • Supports Deputy Project Director in resource planning and workload management across the project team to ensure appropriate staffing, role clarity, and optimal team performance.
  • Other duties as assigned.

Who is USP Looking For?

The successful candidate will have a demonstrated understanding of our mission, commitment to excellence through inclusive and equitable behaviors and practices, ability to quickly build credibility with stakeholders, along with the following competencies and experience:

  • Bachelor's Degree - International Development, Public health, Science or other relevant degree.
  • Eight (8) years of project management experience with five (5) years focused on donor-funded (e.g., Unitaid, US Government funding agencies, World Bank, Global Fund, Foundations etc.) programs.
  • Demonstrated experience establishing program management systems and processes.
  • Demonstrated experience in managing and coordinating complex consortium donor-funded projects.
  • Proven experience supervising and developing project teams.
  • Strong written and verbal communication skills.
  • Ability to travel up to 25% of the time.

Additional Desired Preferences

  • Master's degree (e.g., MPH, MBA, MPA, or equivalent) strongly preferred.
  • PMP certification.
  • Ability to work independently and manage multiple workflows, while effectively managing project timelines and deliverable schedules.
  • Knowledge of multiple donor policies and procedures and prior management of donor-funded programs.
  • Monitoring and evaluation experience with donor-funded projects.
  • Proven skills in group facilitation, team building, and partner coordination.
  • Ability to build relationships and interact effectively with technical experts, other partners and donor agencies.
  • Prior experience and success working in complex environments, with teams whose members are physically located in different time zones and geographic areas.
  • Professional and able to communicate effectively with colleagues and key external stakeholders.
  • Excellent interpersonal and organizational skills with strong attention to detail.
  • Fluency in another language, such as French, Spanish or Portuguese, with ability to communicate (written and verbal) with key stakeholders.
  • Ability to demonstrate the highest degree of ethics and integrity.
  • Ability to work in cross-cultural settings.

Compensation:

Base Salary Range: USD $139,453.00 - $173,900.00 annually.

Target Annual Bonus: % Varies based on level of role.
