Speaking to the media yesterday in New York, United Nations Secretary-General António Guterres announced the appointment of seasoned diplomat Jean Arnault as his Personal Envoy to lead the UN efforts on the conflict in the Middle East. Decrying the suffering of civilians, the UN chief urgeed an end to war:
"The war in the Middle East is out of control. It is time to stop climbing the escalation ladder – and return to diplomacy &amp; full respect of international law. I have just appointed Jean Arnault as my Personal Envoy to lead @UN efforts on the conflict &amp; its consequences."
